UCR Fees Reducing 9% Before Anticipated Increase the Following Year

Following the 31% decrease in UCR fees for 2023,  the Federal Motor Carrier Safety Administration (FMCSA) announced in a Federal Register notice that it is reducing fees an additional 9% as part of the Unified Carrier Registration (UCR) Plan for the 2024 registration year.

The fee adjustments were approved because the total revenues collected for previous registration years exceeded the maximum annual revenue of $107.78 million.

However, this may be the end of the reduced fees.

The UCR Plan Board did not make a fee recommendation for the 2025 registration year, but the recommendation for the 2024 registration year anticipates an increase in fees for 2025.

The fees for the 2024 registration year would be reduced below the fees for 2023 by approximately 9 percent overall, with varying reductions between $4 and $3,453 per entity, depending on the applicable fee bracket.

What is UCR?

The UCR program requires ALL carriers (private, exempt, or for-hire) to register their business with a participating state and pay an annual fee that is based on the size of their fleet.

Brokers, freight forwarders, and leasing companies also are required to register and pay a fee, unless they are also operating as a motor carrier.

Nine non-participating states will not get to enjoy the UCR tax haircut. These states include:

  • Oregon
  • Arizona
  • Florida
  • Hawaii
  • Maryland
  • New Jersey
  • Vermont
  • Nevada
  • Wyoming

These states that do not participate in the program must enforce UCR requirements for carriers domiciled in those states with DOT numbers.
