States begin collecting UCR Renewal Fees Oct 1

On Sept. 1, the Federal Motor Carrier Safety Administration announced in a Federal Register notice that it is reducing fees as part of the Unified Carrier Registration (UCR) Plan for the 2023 registration year and beyond.

The UCR program requires ALL carriers (private, exempt, or for-hire) to register their business with a participating state and pay an annual fee that is based on the size of their fleet. Brokers, freight forwarders, and leasing companies also are required to register and pay a fee, unless they are also operating as a motor carrier.

These states include:

Alabama, Alaska, Arkansas, California, Colorado, Connecticut, Delaware, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, New Hampshire, New Mexico, New York, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, Rhode Island, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, Washington, West Virginia, Wisconsin

The reduction in annual registration fees would be between $18 and $17,688 per entity, effective immediately, depending on the applicable fee bracket that is based on the number of vehicles owned or operated by the affected entity.

The fee adjustments were approved because the total revenues collected for previous registration years exceeded the maximum annual revenue of $107.78 million. Fees collected over the maximum annual revenue are held and applied to future registration years, allowing for the fee reduction.

Participating states will begin collecting 2023 UCR fees on Oct. 1.
